I have to inform that, as per your letter vide reference 4th cited, the CEO, APCFSS have requested to enable all the earnings and deductions in the payroll herb for the employees of Village/Ward Secretariats in Pay Bill for July 2022 payable in August 2022.
And, in respect of obtaining DDO registration number, the concerned DDO of the Village/Ward Secretariat has to register with CRA by submitting the request to the concerned mapped Treasury office which is in turn has to be submitted to CRA. And after receiving DDO registration number, the concerned DDO has to submit his/her office employees Common Subscriber Registration Form version 1.5 form to respective Treasury Office/PAO which contains Subscriber’s personal details, employment details, scheme setup details and nominee details along with photograph and signature. In turn the Treasury/PAO submits the Subscriber registration forms to CRA-FC for further processing. On receipt of the forms, CRA-FC conducts a preliminary level check of the forms and issues a Provisional Receipt Number (PRN) as an acknowledgement mentioning number of forms accepted and rejected. For rejected forms, CRA-FC issues a rejection memo. For the accepted forms CRA system generates PRAN.
Therefore, the Director of GVWV & VSWS Dept. is requested to issue instructions to respective DDOs to register with CRA.

lt is to inform that the Government have issued directions for regularization of eligible Village/ Ward Secretariat Functionaries and draw their salaries as per respective pay scales from the month of July 2022 paid in August 2022 vide reference 1st cited.

Accordingly, the District Collectors and all other Appointing Authorities of concerned Village/ Ward Secretariat Functionaries have issued orders of Probation Declaration.

It is mandatory to make necessary entries in their Service Registers accordingly and communicate the copy of the proceedings of Probation Declaration to the concerned Drawing and Disbursing Officers (DDOs) immediately so as to enable them to draw the July month salary payable in August 2022.

The Village /Ward Secretariats Functionaries whose services have been regularized come under National Pension System (NPS) / Contributory Pension Scheme (CPS). In order to remit the Employee and Employer contributions every new employee shall get Permanent Retirement Account Number (PRAN) under NPS/CPS. Such deductions in the salary bill and Lbe remittances to the PRAN can be made by a DDO if the DDO has the Registration Number under Central Recordkeeping Agency (NSDL-CRA). The Present DDOs of Village Secretariats who are Panchayat Secretaries (Grade I - IV) do not have such DDO Registration Number under CRA mapped with Treasuries. Therefore,

DDOs of Village Secretariats shall Personally visit concerned Treasury Officer immediately and submit DDO Registration form for allotment of Registration Number under Central Recordkeeping Agency (NSDL-CRA Portal) mapped with the Treasury.
DDOs receive registration number under CRA through the Director, Treasuries and Accounts.
DDOs shall obtain Common Subscriber Registration forms (version 1.5) from all eligible functionaries whose services are regularized and submit the same to the concerned Treasury Officers with his/her DDO Registration Number under CRA.
Treasury Officers shall submit the above Subscriber Registration forms to CRA - Facilitation Centre of NSDL.
On verification of Subscriber Registration forms, CRA - Facilitation Centre will generate Permanent Retirement Account Number (PRAN) to the employee.

Until generation of PRAN Number, the deducted CPS amount will be kept in the respective Deposit Account of the Treasury Officer.
Once PRAN number is allotted, the deducted amount will be credited into employee's PRAN account as per existing procedure.

Therefore, the District Collectors are requested to issue necessary instructions to all the Drawing and Disbursing Officers (DDOs) of Village/Ward Secretariats and concerned Treasury Officers to follow the instructions vide reference 3rd cited immediately.
