Survey Training Guidelines for VROS Gr II Promoted from VRAs

Attention of all Collectors and Joint Collectors in the state is invited to the references cited.
In the reference 9st cited, the Chief Commissioner of Land Administration and Special Chief Secretary, AP, Mangalagiri, Guntur Dist. has informed that President, AP Village Revenue Officers Association has submitted representation stating that approximately 3780 VRAs were promoted as VROS (Gr./l) and posted to various Village Secretariats under village and ward secretariat system. He further informed that VROS (Gr.ll) who promoted from VRAs were not considered for declaration of probation along with directly recruited VROs on the plea that the requisite 15 days survey training is not completed. Hence requested to schedule the 15 days training to acquire eligibility for declaration of probation as per AP VRO Service Rules, 2008.
In the reference 2nd cited, the Chief Commissioner of Land Administration and Special Chief Secretary, AP , Mangalagiri, Guntur Dist. has informed that 3795 VRAs are eligible for appointment as VROS GR. Il on promotion and posted in newly created VROs Gr. Il posts under village and ward secretariat system.
As per the existing AP Village Revenue Officer Rules, 2008 and G.O.Ms.No.13, Rev (Ser-III) Dept., dated 27-1-2020 the village Revenue Officers (Grade II) who were promoted from the post of VRA shall have to acquire proficiency in automation, as certified by APPSC/MSME and shall pass fifteen (15) days Survey Course offered by Director, SS&LRs.
In view of the above, it is decided to conduct 15 days Survey Training to VROs Grill who were promoted from VRAs and working in Village Mard Secretariats, in all 26 newly formed districts as per allotted cadre strength.

Guidelines for conducting 15 days Survey Training to VROs Gr.ll who are promoted from VRAS.
1. 15 days training programme shall be conducted at district level under the close supervision of Joint Collector concerned as per the Schedule prescribed.2. Joint Collectors shall nominate one Nodal Officer not below the rank of district officer preferably from Non-Revenue Department to monitor Training programme (Theory, Plotting & Practical) and conducting of Final Examination.
3. The strength of each batch shall be restricted to Maximum of 50 numbers and No. of batches are organized as per cadre strength. Maximum of 5 batches are to be organized to complete the training.
4. Trainings in the districts shall be organized by District Tots selected by the DSLOs concerned. DSLOs shall ensure and take all steps for smooth conduct of training and Examination without any shortfalls.
5. After completion of training for all batches in the state, Final Examination in Theory and Plotting shall be conducted uniformly in one day at all district head quarters under the close monitoring of Joint Collectors concerned.
6. Detailed instructions for conducting examination will be issued later.
7. The DSLOs shall conduct practical Examination to the trainees at the end of each batch under the supervision of District Nodal Officers appointed by the Joint Collectors. The marks obtained in Practical examination shall be secured in sealed cover and handed over to APSTA, Samalkot.
8. The Vice Principal, APSTA, Samalkot shall nominate panel of examiners for setting question papers. 4 sets of Question papers shall be prepared and Vice Principal, APSTA randomly select one set and send to districts on the day of examination.
9. The Valuation of answer scripts both Theory and plotting shall be taken up in the districts under the close supervision of district training nodal officers appointed by the Joint Collector and handed over the sealed covers to DSLOs on the same day.

10. The DSLROs shall hand over the sealed covers containing results both Theory and Plotting to Vice Principal, APSTA, Samalkot.
11. The Vice Principal, APSTA, Samalkot shall consolidate results district wise and submit to the CSSLR for declaration of results.
