GSWS Web Conference Minutes held on 14.12.201 with Joint Collectors

The Commissioner, GVWV&VSWS Department has explained in detailed about multiple subjects such as Model Secretariats, Common Service Centres, Citizen Service Portal, Internet Connectivity issues to Village/ Ward Secretariats, Jagananna Thodu Phase-III, launch of GSWS 2.0 on 26th January 2022 by the Hon’ble Chief Minister and several other issues which are to be reviewed and acted upon to ensure that there is smooth functioning of Village/ Ward Secretariats for delivery of Welfare Schemes and Services.

After detailed discussions and deliberations, the following instructions are given:


i. All the Joint Collectors (VWS&D) are informed that the GVWV&VSWS Department is planning to launch GSWS 2.0 as a new version of the Department with new and updated portals, dashboards with Sub SLAs, digitized e-signs and Aadhar based OTPs at diferent levels to track the status of service delivery, which will have a soft launch on 26th December 2021. The soft launch will happen with 130 major services which contribute to 90% of the total services are being delivered from Village / Ward Secretariats.

ii. All the Joint Collectors (VWS&D) are requested to identify one model Secretariat per Mandal and ensure that, they are facilitated with all the required infrastructure and seating arrangements which will be communicated.

iii.All the Joint Collectors (VWS&D) are requested to ensure that majority of the Village/ Ward Secretariat buildings are acquired by the Department once the fund transfer is completed.

iv.All the Joint Collectors (VWS&D) are informed that the provision post facto updation of attendance in the HRMS portal will only be available till 31st December 2021, and from 1st January 2022 and any gaps will lead to salary cuts since Biometric attendance already linked with payment of salaries.

v. All the Joint Collectors (VWS&D) are informed that all 13,953 Secretariats are live as Common Service Centers and will be launched officially on 26th January 2022. Dashboard and Services Charter will be provided by the Department, and there is proposal to share some percentage of the revenues earned from these services by the Secretariats to meet the stationery expenses.

vi.All the Joint Collectors (VWS&D) are requested to review and expedite the E-Shraam registrations duly coordinating with the Labour Department, as it is a GoI service and would ensure more revenue to the Secretariats.

vii.All the Joint Collectors (VWS&D) are requested to select 1 Coordinator among 3 GSWS Coordinators from each district to be trained as he/she would be a Single Point of Contact (SPoC) for all technical queries regarding the portal for his/her district. All the travel, stay and other expenses will be taken care by the Department. Further, it is requested to closely review the usage of this portal and raise the problems encountered through the Incident Management Portal so that they are looked into immediately.

viii.All the Joint Collectors (VWS&D) are informed that a lot of queries are received from districts regarding probation declaration. It is requested to ensure that each district HOD collates the list of functionaries for probation declaration and communicate the same to the Government through respective HODs. So as to be aware of the fnancial implications and hassle-free payment of revised salaries to the Functionaries.

ix.All the Joint Collectors (VWS&D) are informed that the OTS amount collected at Secretariats is not being deposited to the Department and are requested to instruct the Secretariats to do so immediately to avoid any mishaps.

x. All the Joint Collectors (VWS&D) are informed that the Department is planning to map all the Secretariats with either SBI or UBI, such that their Banking Correspondents to collect the money from the Secretariats and deposit in the bank for avoiding delays and misappropriation of funds. It is requested to ensure that all the Secretariats are mapped to either of the bank’s BC with respect to the nearest branch, for which the list will be shared shortly.

xi.All the Joint Collectors (VWS&D) are informed that about Rs. 4.6 Cr. of E-Service charges to be deposited to the Department are pending at the Secretariats. It is further informed that all the payments to be done to the DAs have been reconciled and remitted. It is thus requested to review and ensure that this amount is deposited to the Department as early as possible.

xii.All the Joint Collectors (VWS&D) are requested to send all the UCs to the GVWV&VSWS Department.

xiii.All the Joint Collectors (VWS&D) informed that very minimal number of Jagananna Thodu applications have been sent to Banks for sanction of loans. It is thus requested to review closely with PD DRDA and PD MEPMA along with Joint Collectors (Asara & Welfare) and to ensure that applications are taken to the banks for sanctions, as it is very critical to meet the deadline of 28th December 2021 for launch of the Jagananna Thodu Phase-III by the Hon’ble Chief Minister.

xiv.All the Joint Collectors (VWS&D) are informed that grievances are raised in Spandana on Secretariat Functionaries and Volunteers, which need to be categorized and reviewed on a regular basis. It is thus requested to have weekly review on the grievances raised to scrutinize and address them such that the numbers gradually decrease. An SOP for the same will be shared shortly.

xv.All the Joint Collectors (VWS&D) are informed that an Inventory Management Portal is live to track the health of hardware and stationery at the Secretariats to help address issues and take decisions on procurement. It is requested to review and ensure that all the devices’ details are added to the portal.

xvi.All the Joint Collectors (VWS&D) are informed that the FPSs collected for service will be returned by 25th December 2021 and an additional 40,000 FPSs are being procured which will be delivered between 15th January 2022 and 15th February 2022. Also, it is informed that all the Welfare Assistants will be provided with 4G Sim Cards.

xvii.All the Joint Collectors (VWS&D) are requested to ensure that instructions are passed to all Volunteers to return the mobile phone and SIM card in case he/she resigns or is terminated, such that there is no hassle of deactivating the old SIM card and activating it again for the newly recruited.

xviii.All the Joint Collectors (VWS&D) are requested to ensure that the meetings to be conducted at diferent levels on every Wednesday of the month take place in full scale, such that all the Volunteer issues pertaining to hardware, salaries, ID cards, etc., shall be captured and addressed to. It is also requested to ensure that the meeting reports are updated on the portal to track them at all levels.

xix.All the Joint Collectors (VWS&D) are informed that all the Secretariat Functionaries except Mahila Police, ANMs and Energy Assistants will be provided with cloth for 3 sets of uniforms, along with a badge before 26th January 2022.

xx.All the Joint Collectors (VWS&D) are informed that only 9075 Secretariats are connected with wired internet connection, and thus the Department is planning to provide connectivity to the other Secretariats through APSFL, BBNL, and other service providers. Hence, it is requested to review the list of all the connected Secretariats, and ensure that the connectivity works are reviewed regularly and expedited on feld.

xxi.All the Joint Collectors (VWS&D) are informed that for probation declaration, if the Functionary has changed posts in the same exam category, the joining date of the frst posting is to be considered. In other cases, where the Functionary has shifted to a post of diferent exam category, the joining date of the second posing is to be considered.

xxii.All the Joint Collectors (VWS&D) are informed that provision for Rationalization of Clusters/ Volunteers will be open for 4 or 5 days for the districts to take up a drive for updation, and the updated database will be considered for services thereafter. The date for the above drive will be communicated shortly.

All the Joint Collectors (VWS&D) are requested to consider the launch of GSWS 2.0 on 26th January 2022, Common Service Centers, Citizen Services Portal, resolve the issues relating to Functionaries & Volunteer and Internet connectivity as critical along with other day to day activities, and review them on a regular basis. Requested to concentrate on Jagananna Thodu Phase-III and ensure to achieve the targets by 24.12.2021 which will be launched by the Hon’ble Chief Minister on 28th December 2021.
